Pavement surface causing trip hazard on Edward Street

A section of the pavement along Edward Street is unkept and not safely maintained. There are leaves, mud and decomposed vegetation covering the paved surface as shown in the attached photos. This creates a difficult walking surface for pedestrians, particularly those who are less able to walk or elderly from the nearby care home. The pavement narrows at this part due to a hedge overgrowing into the path of potential pedestrians. The rest of the pavement is swept clear and in a good condition. Why is this stretch not maintained to the same standard? The hedge needs trimming to give the pavement full width and the debris needs clearing thoroughly to ensure a safe walking surface. Could the council action, or inform the property owner, please?
