Lack of access/dangerous surface

An area of land is scheduled for re-development on Horncastle Road. The access to the land is opposite No. 20 Horncastle Road. In 2020 or 2021 some initial work was carried out on the site and since that time, sections of metal 'builder's fencing' have obstructed the slipway entrance to the site. I understand that there is an issue regarding the construction of the access which has delayed further development. In this area there is only pavement on the North side of the road. Pedestrians walking down Horncastle Road would regularly cross the road in the area around number 20 and use the slip way opposite to gain access to Vaness Road (on the opposite side of the road). Since the installation of the builder's fencing it has not been possible to access the slip rod: consequently anyone using a wheelchair, pram or pushchair cannot access Vanessa Road without making a long detour down to the bottom of Horncastle Road and walking up the opposite side. In addition, due to the condition of the slipway, in heavy rain, debris washes into the road causing a hazard for cyclists. I understand that the footpath is soon to be re-surfaced and that alternative access will be needed so am hopeful that this may result in the condition of the slip road being improved and re-opened for pedestrians.
