In kettlethorpe lane junction Broom Hills opposite shelter

Water in the ditch in Kettlethorpe lane, cannot pass along the underground pipe along Kettlethorpe Road towards Fenton. The road is not currently flooded but I think every year for the last 5 years, if not before, water runs over Kettlethorpe Lane in winter. Ditches have been cleared but it made no difference. Private contractors have in the past been used to jet the underground pipe in Kettlethorpe Lane and they attempted to jet from both ends of the pipe I reference above. As the pipe is under the public highway I have been advised Riparian Rights do jot apply, by this I mean, I don't think the pipe is the responsibility of local land owners. Please can the Council and or Highways have the pipe inspected for damage and blockages and have any damages or blockages cleared? I am happy to attend a site meeting to explain further
