Noxious substance

Sent to Lincolnshire County Council and North Kesteven District Council 2 minutes later. FixMyStreet ref: 1094693.

Large area of foul smelling muddy liquid adjacent to cycle track. This has been there for some time but the smell has not abated and if anything, has worsened. Concerned it is a health hazard it is so bad.
