Cul de sac parking

People are leaving there cars for 48+ hours in the middle of the cul de sac instead of on there drives! It has become an issue for others to turn round or adjacent properties getting on and off there drives. They have ample amount of room on there drive instead, continue to park there. If the road is full I.e all cars are parked on kerbs plus these cars parking in the cul de sac a emergency service vehicle would not be able to get in the road!
