White Ford transit van parked on footpath

There is a white transit van probably belonging to the house opposite that is always parked on the pavement. This van is parked there 7 days a week 365 days per year outside working hours (9-5) This van is completely blocking the pavement forcing users into the house garden or into the road. I have seen this van parked there when school children are returning from the school just down the road. It is also reducing the road to single track when it is parked there. this has been going on for over 12 months..
