Road dressing cracked windscreen

Despite driving at the advised 20mph, the loose gravel on the road was flipped up by another vehicle and cracked my windscreen. Who put this stuff onto the roads? It doesn’t last and seems to only cause damage to windscreens, paint and tyres. I’ve had a puncture from this stuff mixed with flint put on the roads last year which nearly caused my family to miss our holiday ferry.
