Street lights not on in the early morning

Sent to Lincolnshire County Council 2 minutes later. Council ref: 339536.

Usually the street lights come on at about 6am but they were late today at about 6.40. A lot of people are leaving for work during this time. There is a severely autistic child picked up on transport at 6.30 and this was done in complete darkness. People are walking dogs in complete darkness resulting in these people not “scooping their poop”. I cannot understand why High Dyke and Overton Close have lighting all night? Do they pay more council tax or should we pay less? Please let me know.
