Heavy soiling on road of pea gravel and mud

Road is heavily soiled with pea gravel held together by mud in the centre of the lane going up canwick hill towards premier inn.
As a motorcyclist myself i see this as an extremely hazardous road surface issue and i am upset to see that it has been there for long with no response by the council.
Will an accident have to occur before this will be cleaned up?
