Reduced visibility due to overgrown bush

Concerns about overgrown bush on the eastern corner of junction between Orchard Street and West Parade. The bush restricts views for drivers as they turn down Orchard Street from West Parade (approaching from east) and reduces visibility for pedestrians - this poses a safety risk to . Who owns the bush and can it be removed or reduced in height to allow safe usage?
