40 mph Repeater Signs not installed legally

Sent to Lincolnshire County Council 5 minutes later. Council ref: 350342.
There are 40 mph speed signs REARED UP on grass verge. (Not mounted correctly on posts or sign stanchions.) This affects the main road from Martin to Martin Dales. Looks like the signs have been propped up in the grass. Unclear if they are official signs or just locals rigging up signs themselves!
