Road floods badly when raining. Vehicles passing create tidsl wave flooding front yard/gateway to 99 Norfolk Street.

For months now every time it rains a huge puddle/flood appears in the road outside my front gate. Evetu time a heavy vehicle passes it creates a tidal wave and sends the water.through my wrought-iron gate and into my front yard/path creating a huge pond just inside my gate (see pictures). Each time it gets worse and deeper and soon I am worried it will reach my front door.
There is a drain outside the house next door, no 101, which may need clearing. I cannot leave my propery when it is raining without wearing boots as the water is too deep.
I would be very grateful if you could sort this out for me. Thank you.
