Bonfire on grass verge

This resident repeatedly has fires on the grass verge causing smoke to go into road. Flames have even gone into the road before. It leaves a burnt patch on the verge along with residue once fire has expired and therefore damaging the verge also. The resident is Mr Shaw at Vine Cottage which is a farmhouse with plenty of land on which he could have a bonfire. Just reporting to LCC because of the verge issue. Thank you
