Large amounts of Rubbish tipped onto verges in several locations between Easton Cold Store and the A1

Reported in the Obstruction on pavement/verge category anonymously at 12:09, Fri 12 July 2019

Sent to Lincolnshire County Council 1 minute later. Council ref: 353427.

It appears local landowners have deliberately placed large piles of rubble, concrete posts and stone troughs, filled with rubble on the grass verges near to field entrances. I suspect, this has been done to prevent HGV’s parking on the verges, however, the objects present a significant hazard. They are positioned very close to the edge of an unlit road, to which the national speed limit applies. Should a vehicle collide with them, additional injury would be very likely. I sympathise with the wish to deal with the HGV problem, but, taking matters into their own hands in this way, is not the solution. Additionally, the placement of the objects, is no more, or less than fly tipping, and in any other circumstances, I would expect a culprit to be prosecuted.

  • Thank you for reporting a fault on the highway.
Unfortunately, this issue cannot be dealt with by the county council as the asset concerned is the responsibility of a third party. You will need to report the fault directly to the organisation responsible. Contact details are available at https://www.lincolnshire.gov.uk/ highways-contacts

  • Please provide details regarding how this area is the responsibility of an authority other than the highways authority. The verge is outside the enclosed fields and therefore represents a highway verge although LCC may not own the subsoil. Furthermore LCC is responsible for road safety and the deposit of this material clearly represents a serious road safety risk. I would appreciate it if the matter could be looked at again.

  • I understand the District Council, have referred this matter (rightly), back to the Highways Authority, as the areas in which this debris has been placed is on land, for which they are responsible. The matter, is listed on here, as “closed”, yet, as identified, this is causing danger to road users, and remains in situ. Can the relevant agencies, please make a decision, who’s responsibility it is, to deal, and ensure, this matter is dealt with ASAP? Thank you.
