New road surface has raised road so water now not being adequately drained

Road surfacing today has raised road level again so now higher than kerbs in places. After rain there is now increased extent of standing water for 20m+ along road, vehicles causing spray and damage to buildings and windows and water now draining into gateways, garage and garden.
