Overgrown tree/hedges problem

Sent to Lincolnshire County Council less than a minute later. Council ref: 4129608.
Combination of issues - overgrown pine tree - needles constantly shedding on path - very slippy surface due to needles - hazard - callers wife fell badly. Pine needles also contribute to blocking drain opposite. Caller asks who is responsible for keeping the path safe from surface vegetation?
