Gillard pulled from location and propped up against pedestrian barrier for some months.

Sorry, but I did upload a photo of this issue. the bollard is free standing as can be seen and not attached to the ground. It's been knocked over by kids a couple of times and stood upright again. Apart from it not being secured to the ground I don't know what more to say.

I would suggest LCC are deliberately ignoring, choosing to misunderstand or raised the bar on acceptable standards in an effort to save money, which in tern is having an effect on standards and safety in the County, choosing to chance their arm that prosecution will not follow incidents involving damage injury or death.
