Drain dropped and created deep pothole around it

I was overtaking a parked lorry and damanged my wheel because of this pothole. It is approx. 6cm deep and very dangerous.

    Council has measured this at 28mm hole with using a level incorrectly. Please see attached images from road surface to road surface. This clearly shows a difference in level if 45mm.

    Please issue me with a refund for my over £200 car repair !

    My ref. PXP/FIN11.6236 letter states council is not responsible for this?

    Not 28mm as council measured incorrectly. More like 45mm and an over £200 car repair.
