Drain completly blocked storm water passing over top of drain down road to the next drain and water coming out of manhole after blocked drain

The storm water is coming down the road passing over this drain outside number 28 High street which is full of water and going down the next drain which is outside number 30. the manhole in the verge between these two gulley drain pours water out. Is the pipe between drains blocked as it did this even when the gulley was emptied last time it was cleaned out.

The pipe between the two roadside drains is still blocked and the water flowing down the road smells of sewage. Please jet wash the pipe.

This problem has not been resolved, I met the highways officer on site, he asked anglian water to have a look, but nothing has happened, I spoke to AW guy who was looking at the problem, he said nothing to do with AW, its a highways issue. The rain this week caused paper and fat to come out of the gully and go down the road, which then ends up on private property. photo showing lump of fat before it gets squashed on my drive and road
