Overgrown vegetation forcing you of the path on to road

Grass nettles and brambles and other variates has been allowed to grow and it has covered much of the path, meaning that it is near impossible to push a pram or wheelchair safely down the lane forcing you to walk on the road. This is dangerous enough as you are walking against the traffic, but is so much worse when you are walking with it as you can’t see what is coming, and there isn’t a footpath on the other side. Assuming that there is a sharp road bend where incoming traffic can’t be seen.
