Street lamp removed by LCC, and not reinstated

Sent to Lincolnshire County Council less than a minute later. Council ref: 357439.
The occupant of 125 Spalding Road, Pinchbeck has brought up the matter of a street lamp, close to them, that has been removed by LCC Operatives, but has not been reinstated.
The reason for its removal appears to be unclear, but since its removal there appear to been a number of incidents involving vehicles during the hours of darkness.
The owner of No’ 125 has struggled to identify ownership of this light, and of this issue, but we are reassured by South Holland District Council that this street light does not belong to them.
We have been informed by SHDC that due to the GDPR Councils are not allowed to share certain information, but I the street lamp would be too concerned about its identity being shared.
Would it be possible to ascertain that LCC does in fact own this street lamp, and advise a)why is was removed and b) when is it planned to be reinstated.

The street lamp was reinstated several weeks ago but is still not in working order. I understand that after the post was erected, a different group of people (presumably electricians) attended. Despite this, there has been no light at any time.
