Standing water and flowing water on road

A resident and I cleared debris to allow standing water to flow into dyke. Suspect the pipe under the road is blocked as water backing up - see photo. This is happening regularly last 4 out of five times I have cycled this road. Resident and I not known this do this before both 20 years plus in area.
