The drain is full of leaves and mud and not working

Sent to Lincolnshire County Council 4 minutes later. Council ref: 358654.
I have cleared one drain further up which was covered in leaves but the closest drain to me the leaves and mud are in the drain itself. The water now bypasses this drain and comes into my property instead.

The issue is not fixed nor should it be closed. Both drains on the hill are now full of sediment and all the surface water that runs down the hill now enters my property flooding the drive and even goes round to the back of the property.
The lowest point of the hill is the drop curb at the entrance to my driveway.
The drain needs unblocking urgently!
