There is a public right of way that is unlawful to obstruct and the current owner of 7 Chapel Lane has purposefully parked a digger in such a way that no deliveries can take place, residents cannot turn their cars around and emergency services cannot access the residents at the bottom of Chapel Lane. A request has been put to the owner but they have willfully declined to move the vehicle.
