Tree branches overhanging public highway

There is a tree on the verge at the corner of Elm Close in Saxilby that has low-hanging branches overhanging the entrance/exit of the close. If there are vehicles parked on the roadside opposite the tree (a frequent occurrence due to its proximity to Saxilby Primary School) then the branches catch passing vehicles, to the point where it could potentially damage the vehicles. Additionally, the branches represent a danger for (motor)cyclists if they're forced to use that side of the road due to aforementioned parked vehicles on the other side. These branches have been an issue since at least September, but no maintenance of any of the council-owned trees in the village appears to have have been performed for quite some time.

This issue is still ongoing. The tree in the photos is located in the left corner entrance to Elm Close in Saxilby as can be seen in the wide angle photo. The post code is LN1 2QH, off Highfield Road, off Mill Lane in Saxilby, Lincolnshire. I trust this is sufficient geographical data?
