Turning right requires more time and maybe a right turn filter installing. Currently only one or 2 cats can turn right when junction is busy and often on a red light.

Could you explain the reasoning behind the last statement, what is the reason when the issue still exists?

To be honest i can't see why it is "no further action", you only have to observe the current situation, especially around rush hours. An extra 10-15 seconds on green for traffic exiting outer circle road would give sufficient time to clear significant number of cars and not have the constant red light pass through, which has potential for an accident at the junction. Thanks
