All streetlights extremely dim

Would like to congratulate Lincolnshire county council on their wonderful efforts in replacing the street light bulbs with newer less power guzzling street lights! Can I ask when we will be taking delivery of the candles to put on the ends of our noses so that we will be able to see where we are going?
