Manhole/drain cover on road/cycleway problem further to closed ref 4142890

Reported in the Manhole/drain cover on road/cycleway category anonymously at 17:46, Wed 29 January 2020

Sent to Lincolnshire County Council 4 minutes later. Council ref: 365587.

Hi, I have just read your reply denying responsibility for this manhole. This road (Horsegate) along with that of Bridge St and High Street, had their roads resurfaced back in May/June 2018 where all the manholes/drain were replaced. Within less than 2-months approx. 10 manholes/drain were starting to cause a noise problem as they were falling apart due to poor road resurfacing. I, along with many other residents reported this to you using this website, but it was not until November 2018 did Lincs CC task the original third-party to get back out redo the job again. As approx. middle of 2019, most manholes/drains that were repaired started to suffer the same problem yet again which requires further repair to be undertaken. Your comment dated at 12:40 on 27 Jan 2020, that it is the responsibility of a third-party is not acceptable. Who is the third-party? If Lincs CC have tasked a third-party to resurface the road, then re-tasked them later to repair the damages area, then it is Lincs CC responsibility to re-task them yet again to have this areas repaired. You should not fail to accept responsibility for these roads as they are one of your initial making. Why don't you do the job right in the first place?

  • Thank you for reporting a fault on the highway.
Unfortunately, this issue cannot be dealt with by the county council as the asset concerned is the responsibility of a third party. You will need to report the fault directly to the organisation responsible.

    State changed to: Investigating

  • You have replied back to my enquiry with yet again with the asset belongs to a third-party, but without stating who that third-party is. This road a public highway and come sunder the remit of Lincs CC Highways department, this not a private road. You first resurfaced the road in 2018, then after I along with several others using this website reported various faults with a number manholes/drains, you replied back that you would have these defects repaired and that was in November 2018. Have you since declassified the road to one that is not owned by Lincs CC? This road is your responsibility, you tasked someone to carry out the original resurfacing, you also tasked someone to carry out the original repairs, so based on that it is Lincs CC Highways responsibility to rectify these faults again. Please do not keep replying with I need to report it to the third-party when I do not know who that third-party is. Let people know who is responsible and please stop from failing to accept your responsibility for this public road. if you wish to call me to discuss this, you have my number. Kind regards
