Flooding of path and part of road

Every time it rains this section of footpath and part of the road floods. It is very difficult for pedestrians to get through due to the depth of the water. It is dangerous for cyclists as they have to pull further out as no view of the kerb or other debris/potholes. Will also be doing the road no good whatsoever. Further up the hill the water runs down the footpath like a stream and various drains are blocked, which will exacerbate the situation. This is a very regular water collection point. The location is just past the “bridge” like wall on the left hand side going up the hill, maybe 150 metres from the lights.
