Eye level window boxes protruding over footpath

Sent to Lincolnshire County Council 4 minutes later. Council ref: 370202.
These rasied window boxes protrude over the footpath and make it UNSAFE for users of the footpath. At the Village Hall end they are at head and eye height for children and the elderly who frequent the Village Hall. They MUST be removed ASAP to avoid an injury. There is also an overhead lamp that I do not feel is appropriately licensed/warranted.

These window boxes have been replanted, indicating that he owner has no intention to remove them, thus is liable for any future accident they cause. They should be removed immediately.

Why was the status changed to 'no further action' on 26 May 20? These window boxes are a real danger to anyone aged approximately 2-10 years old, as they present a danger of eye damage or head lacerations should a child hit them whilst using the footpath. Only today, 10 Jun 20 a council enforcement representative discussed them to be 'acceptable' yet if it were his own children, or elderly relative injured by such a planter, that representative would no doubt enforce their removal. The Council must take action or be held liable in any forthcoming accident.
