Unsafe top surface

The platform between the 2 sets of steps on the railway bridge opposite Lucknow Lane side is not safe. Today I stood on the top of the bigger set of steps, on the edge (looking down) and I wobbled forward. Looking down underneath the top sheet has rotten wood which is making it unstable underneath. The top has become loose tilting me forward. In the middle picture I had pushed the top sheet back into place trying to make it safer, but you can see it's still not in place and safe. I think at the very least it needs the top sheet repairing by screwing into place, but the underneath rotten wood should also be properly addressed.
