Constant flow of water that seems to be coming from broken culvert on road near our house. Not draining off properly and causing water to flow into our driveway causing pungent smell and endless stream of water. This fault is not on the publicly maintainable highway. It is the responsibility of the landowner to maintain their dykes, ditches and culverts. Where enforcement action is required to achieve this, the local Internal Drainage Board or the Environment Agency may be able to assist. To find the owner of the land you could contact Land Registry at https://www.gov.uk/ government/ organisations/ land-registry. Internal Drainage Board for this location is Upper Witham IDB who can be contacted at http://upperwitham-idb.gov.uk/ Environment Agency can be contacted at https://www.gov.uk/ government/ organisations/ environment-agency#org-contacts Thank you for reporting this matter.
