Overgrown trees obscuring street light

Sent to Lincolnshire County Council less than a minute later. Council ref: 371124.
Self seeded trees (sycamore and oak) have grown in highway verge and are now obscuring the effective Illumination of street light 2 (Torgate Lane) and the trees branch’s are overhanging into the paddock. Could you please look to remove the affected branches that are preventing the full illumination of the the street light and reduce / remove the trees in totality as they are also in close proximity to No 10 Torgate Lane garage and may in time be detrimental to the buildings foundations.

We are sorry but we are not taking immediate action with this report. We have assessed the fault in accordance with our Highways Infrastructure Asset Management Plan and it does not require urgent action. Can you please provide a copy or link to the referenced ‘Highways Infrastructure Asset Management Plan’.
Please also advise what are the tolerances you are applying with regard to the effective illumination from a street light that is being impeded.
Who is responsible for the upkeep of this highway verge?
