4x4 jcb blocking footpath long lets road and skip blocking other footpath on long leys road

These comments are sent without Prejudice. The obstruction has been apparently reported to the police and highways, that a builder is operating on long Leys road and blocking pavements on both sides of the road. He apparently does not have a permit to have his skip or 4x4 JCB vehicle blocking the highways, but Lincolnshire highways are doing nothing about it and the police will do nothing about it unless Lincolnshire highways report officially the builder doesn’t have permissive rights. Apparently Steve Walsh from highways is apparently investigating the matter but no one can explain what he is doing. It appears that if we the public park a car on the pavement and block access someone we will get a fine, but in this instance Nothing is going to get done and the builder knows the authorities will just play ping pong whilst we are in Covid 19 situation . This should be reported to the Lincolnshire echo or lincolnite.
