Water meter and cement protruding above rest of pavement. Have tripped more than once

Sent to Lincolnshire County Council less than a minute later. Council ref: 371875.
Water meter outside my property; 3 Granary Close, Methetingham, LN4 3HY. The surround repositioned last week by unidentifiable person, but now it is protruding above the rest of the pavement and we have tripped more than once. The cement is uneven and crumbling so slippy underfoot.
