Health & Safety issue on High Holme Road, Louth.
Reported in the Overgrown tree/hedges category anonymously at 16:37, Wed 3 June 2020
Sent to Lincolnshire County Council less than a minute later. Council ref: 371985.
The single pavement available on High Holme Road in Louth from Grimsby Road to Mount Olivet is overgrown (again) and restricting use of the only available footpath between these two points, forcing people into the often busy, narrow road. This is a health and safety issue that recurs annually. Please can you cut back the overgrowth and establish an annual or more frequent check for this to establish prevention. Thank you.

We are sorry but we are not taking immediate action with this report because under the guidelines of Natural England hedge cutting is undertaken outside of the bird nesting season. This area will be inspected again after this period. Thank you for reporting this matter.

Notwithstanding resource and safety issues arising from the COVID-19 pandemic I find this response unacceptable. The logic of your position is that not disturbing birds during their nesting season carries greater weight and importance than the safety of people using the footpaths the council is responsible for maintaining. I was forced to approximate ‘hedgerow’ by the drop down menu reporting system. However it can readily be seen that the growth obstructing pedestrian use in this location does not provide nesting sites, only obstacles that will not allow two people to pass one another without one stepping into the (often busy) road. Of course if it is left to grow and thicken it eventually will provide attractive nesting. If this is left until end of July, the path will become impassable and I re-emphasise there is only this path on this stretch of the road and the same issue arises every year. Some planned rather than responsive maintenance is needed but I hope you can respond more positively this time.

On further investigation, we identified that the location pinpointed on the map didn't quite match your description which in turn meant we initially gave an inaccurate response. We have amended the location of your report using your description and reassessed the fault. When we inspected this location we found that the verge had already been cut back. As the path is now clear no further action is required. Thank you for reporting this matter.

So this third attempt is my last through this channel. Thank you for identifying the spot - though maps aside, I described its location accurately. It hasn’t already been cut back unless this is interpreted to be sometime nearer the start of the year than now and it isn’t a verge as in a grassy border along the edge of a road - it’s shrubs and weeds overhanging a retaining wall comprised of on-end paving slabs, as would be clear to an inspection. So please reconsider ‘no further action’ and please let me know by return what if anything LCC intend to do concerning preventative maintenance for this spot. Thank you.
