Temporary roadsigns need to be removed

Lincolnshire Highways resurfaced [badly] several lengths of Pennygate in Spalding several weeks ago. Along with the surface dressing they also left behind several sets of temporary road signs warning of a skid risk and 20 MPH restriction. Can these items be described as fly-tipping since they appear to have been left behind and are, in places, causing an obstruction as well as advising drivers of something that is no longer in operation. Perhaps you can request Lincolnshire Highways to remove them - since the signs were purchased with public money they shouldn't be quite so laissez fare with such equipment.
