Overgrown tree, number 0596. 105 Cradge Bank Spalding

Sent to Lincolnshire County Council less than a minute later. Council ref: 373902.
Large fir tree with number 0596 on trunk is within 0.5M of my boundary and within 3M of the corner of my house. Many of the branches overhang my front drive, garden and garage. On windy wet days when branches hang lower they can scrape the tops of vehicles on my drive, one also was scraping my house guttering, but I managed to reach that and cut some off, the others I cannot reach. Also I have a problem renewing my house insurance because of the close proximity of the tree. So my question is can the tree be removed? But if not, can the overhanging branches be removed? PS, I originally sent this to South Holland District Council, but they say it is county council issue.
