Half the pavement is unavailable for public use

Sent to Lincolnshire County Council less than a minute later. Council ref: 374357.

Why is LCC allowing half of the pavement in Bailgate, Lincoln to be blocked by an A Board and barriers? It is impossible to pass another pedestrian on the pavement and so one has to step into the road and risk serious injury. Obstruction of the pavement is an offence and so why is LCC permitting this outrageous state of affairs to continue?
