Half the pavement is unavailable for public use

Sent to Lincolnshire County Council less than a minute later. Council ref: 374357.
Why is LCC allowing half of the pavement in Bailgate, Lincoln to be blocked by an A Board and barriers? It is impossible to pass another pedestrian on the pavement and so one has to step into the road and risk serious injury. Obstruction of the pavement is an offence and so why is LCC permitting this outrageous state of affairs to continue?

Even allowing for Covid it does seem excessive that it takes in excess of 3 weeks to remove obstructions which have been placed on the pavement which prevent half of the width being used by pedestrians. It is a safety hazard and clearly contravenes Highways Legislation. If your Council has decided to permit this infringement please advise the basis of that decision.

At this time the incursion is not deemed unsafe and allows passage of the highway for all users. We will continue to monitor the site and the impact this has, we will work to balance the needs of the highway users and local businesses at this difficult time and will undertake enforcement action where necessary.
