Our Civil Parking Enforcement officers will only issue tickets when there are yellow lines or other parking notices and drivers are in contravention of these parking restrictions. It is currently not illegal to park on pavements in England with the exception of London although the government are looking into this. Vehicles parked in a manner which is causing an obstruction is a matter for Lincolnshire Police. You can report this to them at https://www.lincs.police.uk/ contact/ Thank you for reporting this matter.
State changed to: not the council's responsibility
