Flooding problem

Email recieved from constituent - Our rear garden has been flooded during heavy rainfall because the drainage in the street to the front of the property is inadequate and poorly positioned. The situation is exacerbated by fallen leaves blocking the drain covers.
Yesterday evening (Sunday 16 August 2020) we had torrential rain. Our neighbour suffered water ingress to their home. Our rear garden was under several inches of water. If our garden was not the ‘flood plain’
for the street the damage to properties here would be considerable. We open our rear gate and let the water flood our garden. ( If we didn’t, several feet of water would back up against it causing deeper water in the street to the front of the house and it would flood under the gate eventually anyway. ) The water was already over the kerb and flooding our gravelled parking area when we did this, which is our indicator to move our cars and prepare. If we were not at home to do this the problem would undoubtedly be worse.
The situation is further exacerbated by motorists taking to the flood at speed to insure they actually get through it. The wake from these vehicles causes a surge of water that hits both ours and our neighbours front doors. We are fortunate as we seem slightly higher than our neighbours and were not inundated.
My son rang highways on our behalf yesterday evening, and we later found our neighbours had also done so, to ask for someone to clear the drains. They sent out personnel with domestic style drain rods which had some effect and fortunately the rain had eased and the garden drains very quickly.
My husband reported the flood on the ‘Fix my Street’ portal this morning. They have responded that the drains are cleaned annually and the matter is resolved. Sadly, I don’t think that this is the case. This is not the first time it has happened and I would like some reassurance that the highway drainage due to drains being in the wrong place and being blocked with detritus.
