Drainage down bottom of the road infilled with tarmac

Sent to Lincolnshire County Council less than a minute later. Council ref: 376074.
I reported this as a lifted broken grill last week and rather than fixing it this has been filled with tarmac. This will only cause issues when there is downpours due to the topography of the land causing excess surface water from the road to cause highway flooding rather than be collected by the drain. This tarmac needs removing and the grill being replaced to enable the drainage to work sufficiently.
