Stakes and rocks placed on grass verges
Reported in the Trip hazard/uneven surface category anonymously at 18:44, Thu 10 September 2020
Sent to Lincolnshire County Council less than a minute later. Council ref: 376340.
Residents have taken to placing stakes in the ground and rocks by the kerb. If a pedestrian or child was to fall on one of these stakes the injuries could be very serious. The rocks next to a very busy road are a trip hazard for people attempting to cross the road. Also there is no yellow lines down this stretch of road so parking on the road next to the curb is fine. These posts could damage doors or the rocks could cause injury to people leaving there vehicle. Who is responsible for injury to persons or damage to vehicles? I appreciate its frustrating for residents but this is public highway and not part of there property so placing trip hazards and stakes for children to impale themselves on is not exceptable

The council should be putting some permanent bollards or something similar along Kesteven road and Lincoln road to stop people from parking on the verges along these roads then residents would not feel they have to do it themselves. Kesteven and Lincoln roads and verges are littered with cars during school drop off and pick up time and it greatly reduces visibility for people crossing the road, reduces space for other road users and with the school children and nursery children who have to use the limited path space due to people parking across the verges and paths it's a serious accident waiting to happen....my concern is the safety of children and road users, the issue of temporary bollards put by residents is because everytime the council repair the unsightly, muddy, puddle ridden verges that get vandalised by people parking on them, it just continues to happen so residents are getting fed up with the irresponsible parking. I think the risk of a trip or fall due to temporary bollards is much less of a risk than a child being knocked down by a car because there's nowhere safe to cross the road because of the amount of cars parked all over the place. If the council put some permanent bollards in, like there are in many areas in Stamford (Conduit road for example) the problem for everyone would be resolved.

There are specific zig zags outside the school so the children can cross safely. Unfortunately some people believe they own the road, paths and grass verges outside there house which is just not the case. If school traffic is an issue for residents maybe buying or renting houses next to a school is not the best idea. Unfortunately overcrowding in Stamford is causing people to have to travel to schools rather than being able to walk. Conduit Rd has parking allocation down one side and yellow lines down the other making it illegal to park on that side of the road. There are no parking restrictions on kesteven or Lincoln Rd and although a muddy verge is an eyesore it doesn't give people the right to damage cars or put the public at danger of trip hazards. Irresponsible people shouldn't take the law into there own hands no matter how bad a grass verge looks I'm sure children's safety is far more important.

Thank you for reporting these stakes and rocks on the grass verge. Currently our resources are such that we have to restrict our efforts to dealing with encroachments that are considered a significant danger or nuisance to users of the highway. In this instance we do not intend to take any immediate action, however we will continue to monitor the site as part of our routine inspections of the highway and will review the situation as necessary. Thank you for reporting this matter.
State changed to: No further action
