Sent to Lincolnshire County Council less than a minute later. Council ref: 4152349.

LCC FP1 Box Knocked Over, Large Orange Pipes are fully exposed - Caller thinks they could be exposed electrical tubes. The box fell onto pathway and is almost on the road.
He said a Wheelchair user would not be able to use this path at all because it is blocked by the fallen box.
