Damaged dyke, ditch or culvert problem

Flooding at a dyke opposite her property that is getting worse and worse with every rainfall and it raises up and comes across the road and towards the row of properties flooding driveways and gardens.
Mrs Smitheringale has spoken to John Stubley from North Level Drainage Board and he came out and comfirmed that the dyke is the responsibility of the farmer who owns the land and it is up to him to maintain the dense, overgrown foliage.
The road is subsiding & wearing, which is not being helped by these flood waters.
She would like our advice - she wanted to know whether we can contact the farmer on the residents behalf.
