Reported in the Obstruction on pavement/verge category anonymously at 14:41, Sat 19 September 2020
Sent to Lincolnshire County Council less than a minute later. Council ref: 376756.
Residents have landscaped the verge using railway sleepers as a retaining wall up to the very edge of the road. They have illuminated it and I filled it with gravel. Opposite are large bricks on the verge.
Residents are noticing a lot of these things along Broadgate where there is no footway. The verge is becoming adopted as private land leaving no room for pedestrians

We are sorry but we are not taking immediate action with this report. As the traffic volumes are relatively low and the road is wide enough for two vehicles to pass, there is not a significant risk to vehicle safety. In regards to the implications for pedestrians, the majority of the route would require walking on the road and if there are vehicles approaching, there is space for pedestrians to stand on the gravel area while any vehicles may pass. We appreciate that yourself and other residents seem keen to protect your right to walk on the verge, however we do not currently have the resources available to allow us to enforce anything but safety issues at this time. Thank you for reporting this matter.
