Loose/missing/chipped kerbstone problem

This morning, my car tyre was popped by an out of place kerb on our road, causing me to have to pay out to replace my tyre entirely.
The kerbs on our road are not in a good state , they do not sit flush to one another and have been badly damaged and further affected lately as we have had many council houses on the road being worked on, having their roofs replaced, hence having heavy lorries up and down the kerbs and hence knocking them out of their place several times a day.
The works vehicles are parked on most of the verges throughout the day and often in the road with their lorries being accessed by a drop flap ( going into the road ) hence having to drive as close to the kerb as possible to avoid scratching or hitting the lorry. You also cannot drive up the kerb to get around as the workers personal cars have been parked on any spare verges .
