Missing paving slabs and improper reinstatement of surface following utilities work at St Mary Square, Horncastle

Sent to Lincolnshire County Council less than a minute later. Council ref: 381683.
Contractors working to fix electrical problem at St Mary’s Square, Horncastle have not reinstated the paving slabs as they were and instead bodged the gaps with tarmac. The cobbles next to the paving slabs have also not been relaid properly with areas that look to be just sand tampered down a bit! Please compare the current photo with how the path looked before when photographed during the summer (taken from different directions but showing the same path).
This is not acceptable in a Conservation Area and in one of the town’s most photographed and picturesque views with many Listed buildings. It is also not in accordance with the Department of Transport’s “ Specification for the Reinstatement of Openings in Highways” all utilities companies must abide by, which states repairs should be like for like, and in a “high amenity” area such as the conservation area they should work with the Highways Authority (i.e. LCC) to source appropriate replacement materials to ensure they match.
The utilities work took place either side of the weekend of the 14th November.
