This fault is not on the publicly maintainable highway. Drainage ditches fall under Riparian ownership and are the responsibility of the adjacent landowner to maintain and keep clear to allow the passage of water. As such this is not something we are responsible for as a Highway Authority. To find the owner of the land you could contact Land Registry at https://www.gov.uk/ government/ organisations/ land-registry Thank you for reporting this matter.
State changed to: not the council's responsibility
